Important: The French government published its National Action Plan for the implementation of the UN Guiding Principles on business and human rights
France is the 8th country to officially be committed in favour of corporate responsibility clauses on the respect of human rights based on the 3 pillars if the “Ruggie's Principles”. This French action plan published on April 26, 2017 by the French Ministry of Foreign Affairs has been transmitted to the European Commission as a complement to the National Plan of priority actions on CSR development. To this day, 7 countries have published their plan: the United Kingdom, The Netherlands, Italy, Denmark, Finland, Litany and Sweden.
In 2011, the European Commission had asked each Member State to define an Action Plan to implement the UN Guiding Principles on business and human rights.
Through the work of an inter-ministerial group, the French Action Plan is based on the 2013 CNCDH’s recommendations (National Advisory Commission on Human Rights) and on the works done by the National Platform for CSR in 2016.
“This plan integrates the “Ruggie’s Principles” (protect, respect, remedy) with, for each of the 3 pillars, precise recommendations allowing companies to make visible their commitments to respect Human Rights and to report.
The follow up and the evaluation of this National Action Plan for Human Rights and Businesses as well as the results of the engaged actions will be done by the National Advisory Commission on Human Rights (CNCDH), equated to an independent administrative authority, in compliance with the recommendations of a UN working group on businesses and human rights. Its mission will be to evaluate the policy implemented and will be subject of a periodic report.
The UN guiding principles are an integral part of Vigeo Eiris framework of analysis that is built upon international norms, principles and recommendations addressed to states and/or companies. These principles have universal reach and are therefore applicable to every company.
In February 2017, Vigeo Eiris has actualised its study on “Businesses’ responsibilities for human rights in a changing world”.
